Community Chests

I've created a few "community chests" so that each race has an easier time helping each other out with equipment.

For the chest in the trolloc keep:
- Type "enter dump" to enter.
- Type "exit" once inside to leave.

For the chest in Fal Dara:
- Type "enter garrison" to enter.
- Type "exit" once inside to leave.

These chests should save over reboots and have a limit amount of space for equipment. You will not be able to enter if you're not of the proper race, have noquit, or are below level 10.

Concerning equipment

I will tweak our current smobs and mobs for some extra equipment and tone down the general difficulty as well.

Please keep a few things in mind:

1) Equipment will not drop from the sky.
2) We have measures in place to help the inflation of good equipment as low as possible. This means that if you feel like having several characters, not all will be able to have full sets.
3) The "combo" setup has not been fully implemented.
4) Some setups for certain races/classes will be harder to get then for others.
