A few people will now have their council flags set. They'll be able to do the following within their clans:
1) 'say clan XXX' -> Player with the name XXX will be clanned
2) 'say declan XXX' -> Player with the name XXX will be removed from the clan.
3) 'say rank XXX' -> Player with the name XXX will advance a rank should they have the required quest points.
4) 'say warrant XXX' -> Player with the name XXX will receive a warrant for the clan if they are of the same race.
5) 'say pardon XXX' -> Player with the name XXX will be pardoned from the clan should they have a warrant.
These are negotiable within each individual clan. Clans may decide to change their Councils however they deem fitting.
