Horse loads in Caemlyn, Fal Dara, and Fal Moran.

Currently there are no horses within Fal Dara or Fal moran. There are also a lot of times when i log in the mud and there are no horses in Caemlyn. I think the horse repop needs to be upped higher than once peer reboot for inside the cities. Kind of sucks with no means of transportation.

They shouldn't be once per boot, but I suppose I can double check...
