I think it might be time we reconsider having to be clanned to issue a warhorse, my reasonings.

1. Player owned properties have stables that freely issue any owner or those on the allowed list a warhorse.

2. With the introduction of player ran clans I would guess these clan members will be able to issue a warhorse.

So we are basically limiting the movement of non clanned lsers, this mainly affects new players, older players know how to transfer money between alts and can easily buy horses.

I think clan practice bonus, rank 6 bonus, master, and ultimately remort are plenty enough perks for clans.
