stuck on mixing

I have 85% mixing and have bought all the recipes that are available to me, I did the quest to gain the half-full sparlking white vial which is the only "very good" recipe I have, after having mixed around 50 half-full vials over a two week period I am still at 85%, I have also used up my daily rations of herbs on other lesser vials just to see if I could gain a % increase.

Am I missing something, is mixing bugged, has Galnor found a new way to irritate me?
