issuable horses

can we change the way horses are or are not issued? I logged on, ran to caem stables and tried to issue a horse the other day but lyrak was hiding there and engaged me so due to not being able to issue a horse with noquit I was force to ride a crappy version of a white which made me just say screw pk and rent. Now this is a smart strategy on the trolls part and as long as it's within the code I can dig it but it does detract from the possible fun of some good pk.

How about we make returning a horse only possible without noquit, kind of reverse the coding?
