Results from an internal test I just performed, using proper targeting:
Victim's kit: Offensive Bonus: 163 Dodge Bonus: 132, Parry Bonus: 174
Me: lion etched dagger, brave, 176 ob. 99% short blades and precise strike.
Landed: 40
Missed: 60
Between these and the occasional melee hit, I killed my test character (417 hp!) almost two times over.
On a character with normal pracs, you could expect a landing rate between 30-35% against an opponent in a kit similar to my test dummy's. Seems fine to me. I've also updated the wiki entry to mention that your chance of landing will depend on which body part is being targeted.

So you're saying 'precise target bodypart' yields much higher land rate than just 'precise target' (which is what we used).
this seems a bit counter intuitive to me, insofar as 'precise target' should mean the attacker goes for any spot he can even if its a high abs place (say breastplate over headshot). Where as, 'precise target bodypart' will hit the weak spot of the defender and, as such, should have a lower landing rate.
But i guess as long as everyone knows to 'precise target bodypart' it'll be ok...
Your chance of landing depends on your chance of hitting that body part in melee. So for example, strike arms will give a better chance of landing than strike waist. If you don't specify a body part, the skill selects one for you semi-randomly based on the chance of hitting each body part. Thus your landing rate without a specific target will be lower than always targeting a high frequency body part.
