They were called Thief takers according to the wot wiki...

Thief Takers are men or woman who specialize in tracking down thieves and bandits in cities. Their weapon of choice is usually a sword breaker, as thief takers are generally focused on disarming and capturing outlaws rather than killing them.

In the book it was called a thief-catcher. Juilin Sandar was a thief-catcher. Although, how does this type of person fit a thief remort? Go from being a thief to being the bane of thieves
