Why not keep shield block, down stab to to skewer/charge dmgish and give rogues a unique ability:
a cooldown to increase attack speed or dmg for a couple of rounds.
a cooldown for the next 2 or 4 melee attacks to ignore the abs/dodge/parry.
Remove shield block for rogues and give them an evasive ...

You shouldn't be able to run a stab timer on an engaged person. that's just silly.
