Proclamation by the Borderguards Council,
Concerning all that dwell, travel and conduct business in the in the four nations of Arafel, Kandor, Saldaea, Shinear. You are hereby warned that actions of violence, not in defense of the Borderlands, are strictly prohibited. Our duty to protect the people of our allied nations nations and defend against the Dark is paramount, any who seek to hinder or distract from this duty will be considered criminals and a warrant will be issued for their arrest.
