Update to Rare Item Policy

Rare items will now be removed from players who have been inactive for at least 30 days on a weekly basis. These items will then be redistributed using one of three methods: the auction house, SMOBs, or through special events or quests. Items that appear on SMOBs will be found inside "a tough leather bag embroidered with gold", which will be either held by the SMOB or found in it's inventory and will load on a low %. Note also that most SMOBs are now no travel, so you will not be able to find most of these bags through locate object.
