Ok, now I have your attention.

Legends list is pretty inactive. Most people are pretty inactive. Its hard to make legends list when no one plays, there simply aren't the wps being passed around.

So. Why not add a bonus x amount of wps to the #1 weekly legend each week. It will increase the amount of wps in play and even if they got there off 1 kill it will even out as they die to people more etc.

Cool idea considering the entire legends list has been inactive for months.

Hey Tyson, what if a legend becomes active and make leg 1 weekly?

I think if you wanna keep em you better stay active, degradation is the solution.

Well we could always just remove it or decrease the reward on it. Its not such a big deal if a legend gets even more wps from actively being good. Its still much easier for non-legends to make weekly #1 than it is for a legend because they stand to gain more wps overall.
