broken autotrack for thieves

thieves and autotrack in cities is broken...
doesn't seem to work with mounted humans.(i think that's the problem, not sure)
I just spent the longest time hunting a human i thought was inside tar valon because of a track that disappeared before going out of city, ended up tracking them to lugard where they sat for about 30 rounds on a hyena with me hidden in room before they fled and ran caemlyn(and no tracks inside apart from my own) was tracks out other side which i think ended up being a different human who stabbed me in tv after hunting all around inside again.
