Smob loads

Loads on smobs have been changed to follow a basic philosophy.
Top tier gear loads on smobs that are difficult or that are in dangerous areas.
Medium tier gear loads on smobs so that people have easy access to gear that isn't horrible.
Bottom tier gear won't load on smobs but will fill a different role to be revealed soon.
*For now there haven't been any changed to weapon loads on smobs, only on gear that can be worn.
