Some new changes

Smithing:
The cost to buy smithing recipes and the cost to rent the forge have been drastically lowered.
Smithing prac % gains have been upped, especially at higher levels.
Arena:
ARENA RANKS will show you your current rank, previous rank, and future ranks.
ARENA LEGENDS will show a list of the top Arena players based on the last seven matches they've played. A prefix title "Gladiator" is awarded to any current Arena Legend
