Miscellaneous Tweaks

Effective immediately:
- Notice is now cost free for everyone.
- Shields will now give more pb, based on the wearer's strength.
- Horses will gain extra moves per tick based on the rider's level in the Ride skill.
- The bashed damage multiplier has been raised to 1.5 from 1.25.
