The Valon Guard controls the city of Tar Valon, except for the White Tower. Valon Guard controls the lands outside of the city that are still within the borders of Tar Valon area. Valon Guard are to not take any orders from any members of the White Tower whatsoever. We are to have separate warrants, and separate mobs who will enforce those warrants.
The White Tower still can't be trusted, instead of acknowledging they're taking care of the darkfriend Kathryn, they make threats and power displays. With such impunity shown with such responsibility, there's no choice but to cut all ties with this group to show them that bullying the realms of men is not acceptable.
