Master Weapons and Clan Cloaks

Thanks to Alder we have some nice new scripts that issue clan cloaks and master weapons. They also award QP for both as well.
Clan Cloaks award 3 QP.
Other's master weapons award 5 QP.
And your own master awards 10 QP.
