positive changes without coding

At the moment there's not much for players to do if they are the only one logged on, this needs to change in order for this mud to be resurrected. We have tried a pure pk mud, we've tried making goals next to impossible to achieve, and we've tried limiting change and keeping everything very similiar to wotmud but all of these have not worked in the least for us. I've included a list of possible changes all using olc mainly because we don't have an active coder at the moment.
stat rerolls - 10 rerolls per x amount of qps
player housing - place a specific item on hard mobs or if we wan't to be more rpish load wood and nails that players can collect and eventually trade in for a house.
player mini zone - same as housing but much harder to obtain, the zone will be designed by the player and after approval can connect to an existing zone, this would be a great way for pkers to design what they consider to be the perfect pk zone and rpers can create their ideal rp spot.
add more smithable eq that will not load on any smobs making smithing worth doing, make the eq +1 to existing top end eq (not rares or uniques)
load tokens on hard smobs that can be traded for rare eq (low % chance of loads so rare eq doesn't become to abundant)
add quest mobs and other quests so people can achieve goals at a realistic pace,.
