Im pretty sure shout makes your hps go to a certain hp. Im pretty sure all my shouts always leave me with 23 hps..

Are you absolutely certain that it didn't tick?

Yea it probably ticked and than you shouted making it a 10th of your hp.

how would 23 be 1/10 of my hps after one tic of regen from 1 hp...

no no no you probably regened like 40(or more than 23). than shout took you down to a 10th of your hp.
